Restrict Tor outbound ports w/ `WHOOGLE_TOR_FF`
Setting `WHOOGLE_TOR_FF` will attempt to modify the existing torrc file with the "FascistFirewall 1" config, which restricts outbound ports to reachable values. Fixes #907main
