contrib/nglog.sh: Use bash(1) as interpreter

bash(1) is required to handle the forking and output redirection connectly, sh(1) -- at least dash(1) on Debian -- fails ... This fixes the last commit, 14777c18c.

Remove outdated OpenBSD/NetBSD systrace.policy

Systrace was removed from OpenBSD and NetBSD, so remove this (old and outdated?) configuration file from the ./contrib directory. See . Thanks to "michi" for pointing this out on #ngircd!
